The Canadian government has officially initiated a search for a Canadian team to renovate 24 Sussex Drive, the iconic official residence in Canada. The aim is to make it habitable again for future prime ministers. A recent procurement notice has been issued, inviting domestic companies to showcase their capabilities for consideration.

The document outlines the selection process, with seven finalists set to be chosen in this initial phase for the national design competition. The winning team will secure a design and construction contract by the fall of 2027. Ottawa is seeking a design that emphasizes Canadian products to transform the currently gutted residence into a secure and modern living and working space for future prime ministers.

Emphasizing the national and historical importance of the project, the Request for Qualification (RFQ) underscores the need for Canadian involvement in every aspect of the renovation. The restoration must incorporate Canadian materials and innovations to reflect the spirit of the country.

24 Sussex Drive has remained unoccupied for over a decade as successive prime ministers hesitated to invest taxpayer money in its renovation. The building had to undergo extensive stripping to eliminate hazardous materials like asbestos, mold, and rodents. Prime Minister Mark Carney has described the state of the residence as an “embarrassment” and has unveiled plans for its restoration through a national design competition and fundraising efforts.

The RFQ released by the government marks the initial step in the procurement process, detailing the requirements for potential teams. The winning design must balance private living spaces for the prime minister and their family with areas for work, meetings, and official events. Additionally, the renovation should ensure universal accessibility, address landscaping, and restore heritage elements.

The Royal Architectural Institute of Canada will oversee the evaluation of design concepts, while a technical evaluation board at Procurement Canada will assess construction plans, budgets, and schedules. The RFQ serves as a screening process to identify qualified teams with experience in managing complex projects exceeding $50 million.

In a bid to promote diversity and inclusion, the procurement rules mandate that Indigenous people and businesses must contribute at least five percent of the total contract value. The exact renovation costs are yet to be determined, with the construction budget expected to be disclosed in the subsequent phase of the process.

Ultimately, the competition aims to produce designs that evoke national pride and architectural excellence, ensuring that the renewed 24 Sussex Drive meets contemporary needs while serving as a symbol of Canada for future generations. The Rideau Hall Foundation, leading the fundraising campaign, plans to launch a formal initiative in the near future.
