A female police officer expressed deep regret after being informed that she had inappropriately touched two colleagues while intoxicated and attempted to kiss an inspector at a farewell event, revealed a misconduct hearing.

PC Pamela Pritchard, aged 29, is facing allegations of gross misconduct related to her conduct during the event held at a rugby club, where witnesses claim she engaged in inappropriate behavior, including dancing provocatively. Pritchard stated during the hearing that she had no memory of touching a male officer’s groin and a female colleague’s breasts that evening.

“I am ashamed of my actions that night as it is completely out of character for me,” she acknowledged. “The accounts and CCTV footage I have seen do not align with my usual behavior.”

“I do not recognize myself in that CCTV footage. I would never intentionally harm anyone. This is not reflective of who I am as a person,” she added.

In an emotional moment, the mother-of-one broke down in tears while addressing the panel, expressing remorse for letting down the police force, her loved ones, and especially her daughter. She emphasized her continuous reflection on the incident since waking up to going to sleep.

The North Wales Police officer also faces accusations of trying to kiss a male inspector, causing him to pull away. Witnesses reported Pritchard asserting her sexual orientation at the event, claiming to be the “biggest lesbian present and ready to confront any man.”

However, she clarified to the panel that she identifies as straight and refuted the allegations of professional misconduct and gross misconduct stemming from the incident in March 2024.

Another police officer, identified as PC B, recounted an incident where Pritchard groped him without warning while he was at the bar of Caernarfon Rugby Club. He described feeling humiliated by the inappropriate actions, stating that Pritchard repeated the behavior in a smoking area by grabbing his genitals over his clothing.

PC B further detailed an instance where Pritchard sat on his lap, kissed him on the lips in public, and exhibited increasingly unacceptable behavior as the evening progressed.

Pritchard, however, denied intentionally making contact with PC B’s groin and claimed he had been teasing her and interfering in her personal life during the gathering, as suggested by her barrister Fiona Clancy.

The charges against Pritchard outline instances of inappropriate physical contact with colleagues, the use of insulting language towards them, and attempting to kiss a colleague without consent, all deemed unsolicited and inappropriate. A disciplinary panel, led by North Wales Assistant Chief Constable Chris Allsop, reviewed CCTV footage showing Pritchard engaging in inappropriate behavior during the event.

Another female officer, referred to as “Police Constable A,” reported an incident where Pritchard allegedly grabbed and squeezed her breasts from behind. Pritchard has denied all allegations, and the hearing at the Colwyn Bay police headquarters is ongoing.
